| CONTROL AT SEA: Moratorium for the regularization of fishing vessels |

Fisheries Minister, Mr. Assane Soumaré said he recently received operators inshore fisheries to consider their demands relating to mauritanisation certain vessels fishing in our territorial waters for more than two years without licences due to this effect. Mr. Assane Soumaré, who led yesterday a press conference on this subject, stressed that the department has given to these operators one month, after which the mauritanisation of their vessels should necessarily be effective. He said that "more than a hundred vessels carrying unlicensed in our waters, thus illegally and did not have documents that could facilitate the achievement of these licenses, explaining this situation by verbal instructions that were given in 2005 to allow these vessels to fish until the regularisation of their situation. "The problem is that some of these operators do not have the necessary documents to the legalization of documents of their vessels, some of which are registered under foreign flag," said the minister who stressed that the Ministry would be prepared to initiate investigations to determine the origin and nature of these flats boats and to carry out their mauritanisation, according to the provisions of the law. Concerning the problem of output, the minister said that in all ports in the world, all exits of the ship shall be determined. He added that the Delegation of the Fisheries Surveillance and Control on Wednesday began to provide operators of inshore fishing for all the facilities they need. Mr. Assane Soumaré noted that more stringent controls should be in place to quantify, on a regular basis and precise tonnage and the gross tonnage (GRT). "The demands of operators have also focused on decentralization, said the minister, adding that instructions were given to the Directorate of Fisheries and inshore, is now the only one empowered to solve all the problems on the spot in Nouadhibou." Regarding the claim regarding the identification tag (essential tool to monitor the ship and determine its activities at sea) and which is now mandatory, the Minister of Fisheries said that the department has intervened with suppliers to facilitate the acquisition of these instruments by fishermen. Finally, Mr. Assane Soumaré announced that a period of one month was given to fishermen to enable them to proceed to regularise their situation. For its part, the Delegate General of the Fisheries Surveillance and Control at sea, Captain of the vessel, Ould Cheikh Ahmed, reiterated the availability of his institution to satisfy all claims cited by the minister. He also said that "at present, fishermen are doing their formalities with the services of the Delegation". |
